Flood protection concept, Bremen
Restructuring of the old port area

In 2000, the Bremen senate approved a master plan relating to the proposed redevelopment of the city’s old port area. The approximately 288ha-area is characterised by diverse usage demands (service industry, commercial, residential) and, in particular, by the central theme “Life on the waterfront”. In order to ensure adequate medium- and long-term flood protection, the most recent design water levels contained in the local “general coastal protection plan” were to be integrated into the planning and design process. The study included an assessment of the feasibility of reducing the length of the flood protection line by constructing flood barrages. These barrages will only be closed in case of exceptional flooding events, and will prevent the water level from rising above the existing flood protection level.

The scope included, in particular, the following:

  • Development of an overall flood protection concept (considering the most recent design water levels)
  • Evaluation of structural and functional flood protection solutions, considering construction aspects (stability, etc.)
  • Assessment of feasibility of different flood barrage solutions in minimising the length of the flood protection line
  • Development of approval-ready solutions (flood neutrality, environment, existing rights of use, etc.)
  • Cost estimation for the implementation of the flood protection concept
